Just tried installing MongoDB support for PHP on Kubuntu 15.10 via pecl and ran into the following error message which caused the installation to fail:
configure: error: Cannot find OpenSSL's libraries
While this can probably be fixed using some magickery, in my case, I did not want SSL support on a dev server. I just wanted to get the fucker up and running. To this end, I discovered that the issue was that I was using:
pecl install mongodb
to install the library. If, on the other hand, I use
pecl install mongo
I'm actually prompted with a question on whether I wanted to install SSL support. Selecting no sets the installation going along its merry way and mongodb support in PHP is up and running.
I don't know what the difference between the two packages is. Hope this helps!
Edit: The difference is that this class is now deprecated :( It worked fine for me though :|

To fix this, first install the libsasl2-dev package like so:
apt-get install libsasl2-dev
Try installing the mongodb extension now using
pecl install mongodb
If it still complains about not being able to fin OpenSSL's libraries, run the following commands:
mkdir -p /usr/local/openssl/include/openssl/
ln -s /usr/include/openssl/evp.h /usr/local/openssl/include/openssl/evp.h
mkdir -p /usr/local/openssl/lib/
ln -s /usr/lib/x86_64-linux-gnu/libssl.a /usr/local/openssl/lib/libssl.a
ln -s /usr/lib/x86_64-linux-gnu/libssl.so /usr/local/openssl/lib/
That did it for me. Hope this helps :)
